The European GSM Nets are working in 900MHz and 1800MHz, while the American PCS is GSM 1900, which is operating in 1900 MHz band.

The GSM 900 is using 890-915 (uplink) and 935-960 (downlink) MHz bands. AFAIK there are nets in the 800-850 MHz area in the US (AMPS). Because of the high demand there are plans to extend GSM into the 850 MHz area (as there are plans for 400 MHz in Skandinavia). I am not sure if this applies to the U.S.
