It's possible that FED can lower. If the yield on the 10 year Treasury Note continues to rise even at a slow pace, then there is zero possibility that FED will set a lower fed funds target. That yield may fall again giving FED latitude to lower. Such a drop would be brief because the quantity of money needed to keep the rate at such a lower level causes the propensity to inflate to rise and so the 10 year Treasury yield would also rise.
