Patricia, allow me to shed some light on the submarine rider issue. Practically anyone can get a ride on a submarine provided they go through the right PAO office, and they're with a group. It's not used as pay-off for political favors as some ignorant writers have asserted at all. It's simply a friendly gesture offered to those who have friends or acquaintances that show an interest.
