I'm not sure you can blame Dubya for this one. The US has been criticized for diplomatic heavy-handedness for years, and especially since the end of the Cold War. The Congress' refusal to pay our UN dues hasn't helped, nor has our propensity for clubbing other countries with economic sanctions at the slightest provocation.

Making matters worse, the US currently has no ambassador to the UN. Bush appointed one, but hasn't pushed the Senate to confirm him.
