Clinton had three key pieces of legislation passed in his first two years. Deficit reduction and two trade agreements.

These led to the rapid expansion of the 1990's.

After 12 long years of Reagan/Bush, unemployment stood at an unacceptable 8%, and the budget deficit at $290 billion/annum.
