Wall Street Journal article states:

"These are countries that make enormous profits from tobacco and much of that profit is gained from developing countries," said Patricia Lambert, head of South Africa's delegation to the talks.

Agreed.

They say, "Health groups singled out the U.S. for the harshest criticism. "At every turn they chose to weaken" the treaty text, said Judith Wilkenfeld of the Washington-based Campaign for Tobacco-Free Kids. Ms. Wilkenfeld said the U.S. position should "send alarm bells" about the Bush administration's likely tobacco policies, both international and domestic."

Fantastic! This should sound alarm bells for people to buy the stock.
