"WASHINGTON (AP) - The nation's top telephone cop wants greater muscle to crack down on companies that run afoul of the law.

The chairman of the Federal Communications Commission (news - web sites), Michael Powell, is asking Congress to increase the amount that phone businesses can be fined for violating rules that aim to open the local market to competition.

Since taking the helm at the FCC (news - web sites), Powell has emphasized his desire to take a more hands-off approach to regulating communications businesses. But at the same time, he has said that the agency needs greater authority to take enforcement action against bad players.
