don, i'm not a person that respects most of what govt does. they screw up so much as to be absurd. however, some things, imho, need to be govt controlled. the utility in la opted out of the deregulation plan and they are minting money selling their excess capacity.

the problem appears to lie in the fact that there are so few players that real competition is not possible. instead, they manipulate supply and, therefore, prices.

now, this manipulation may be either legal or illegal. i don't know which, however, the latter would not surprise me a bit.
