I think the whole de-reg model is flawed -- the idea that generation can be de-reg'd with transmission continuing to be regulated is dumb, IMHO. How can there be the proper allocation of capital between the two? You have some regulator on one side and markets on the other ... it can't work. De-reg is all about the tranfer of weath -- nothing more ...
