It is an interesting theory. In fact, some version of it "works" better than the usual "what is, is" argument, that however unlikely, as long as the probability is greater than O, the universe could have come into being. If there is an indefinite number of universes, than one of them is bound to result in us. In that sense, it may help atheism. On the other hand, the sense that there might be no actual universes without "resolutions" of problems, analogous to conscious innovation, enabling a particular direction to be followed would tend to help theism.

Blake is pretty kooky, and may turn out to be a mare's nest.....
