And, of course, there was the Russian mafia, the plague of murder and extortion of Russia's hastily-privatized businesses, and the wholesale looting of national assets by the Kremlin-friendly oligarchs. When the Yeltsin government went broke, it organized (with warm support from the Clinton administration) a 'loans for shares' schemes, under which the oligarchs used their ill-gotten gains to bail out the state treasury and then collected the oil and gas and nickel and aluminum and transport industries in return.
