The balanced budget occurred on the Repub. congressional watch. The "Reagan deficits" occurred on the Dem. controlled congressional watch. Truth is both parties are bad when it comes to spending but the Dems are much worse. It is also true that Reagan may be faulted for not taking on Congress over their profligate spending but in the end it is the Congress' ultimate responsibility.
