I will agree that efficient causality is not enough. There are many emergent phenomena whose explanation falls outside what can be described with efficient causality alone. On the other hand, it makes the most sense as an active and purposeful intelligence, and therefore, by analogy, it is reasonable to anthropomorphize it, since human beings are the closest thing we know of to such a Being. What cognitive science is finding out about reason and conciousness is incompatible with a similar process in an infinite, omnipotent, etc... being.
