YES! Exactly. You have hit the nail on the head. While everyone is bemoaning Cisco's financials and declaring it a crappy company, the real problem is with their customers. That is indeed the question of the day. When will they be able to resume spending? My bet is that many of them will go bankrupt, but the others will have to keep spending to keep up with demand. If they don't keep spending, then the only other alternative to ensure demand and supply reaches equilibrium is if they start raising prices. Either way, that will allow those companies to reach the level of positive free cash flow that will allow them to spend more. My guess is that we will reach telecom market equilibrium within 1 year, give or take a few months. That is why I think we will start seeing the stock improve sustainably at the beginning of 2002 (stocks move in advance of perceived market stability).
