That's true. Overcapacity is the other alternative. However, bandwidth demands are still doubling every 6 months. I can't remember where, I read this, but I think it was Roth of Nortel who said that demand will exceed capacity by October. At that point, demand will go unsupplied unless the carriers spend to light up more fiber. So oversupply is fast decreasing. If you leave demand pent up for even 6 months, then you'll get another bullwhip effect, but this time explosively positive for the networking manufacturers like Nortel and Cisco.
