As a bit of advice in the future, which has proven useful for me, is to just copy/paste the error message into a search window (like google.com) and see if someone has a website referencing the issue:

Essentially, you have a TSR problem. You have programs/applications that are "Terminate and Stay Resident" which are modifying the drive as you defrag. And since the Registry is updated in realtime, defrag has this safety measure implemented.

Basically, you can remove these TSR by hitting Cntr-Alt-Del and bringing up the Task Manager.

Now it may not be Netscape that is the problem. What you can do is eliminate TSRs, one at a time, and then reinitiate Defrag. Defrag will run after you have halted the proper TSR.

Now at that second link above, there is an issue in that some of the sheister companies are directly linking their applications "*.exe" file into the registry.

The link above deals with that, and I would not suggest you get involved in doing a registry edit unless you're pretty proficient and careful.
