The slow down in DSL...IMHO is from the RBOCs preventing the CLECs from accessing the Digital Loop Carrier (DLC)
Equipment used to concentrate many local loop pairs onto a few high-speed digital pairs or one fiber optic pair for transport back to the Central Office (CO).
That left the CLECs with access only at the CO...hence the fall of Northpoint, Covad and others. Now without much in the way of DSL competition, the RBOCs are poking along and blowing smoke with press releases. SBC today says they are into the second phase of project Pronto, but project Pronto is already over a year behind. Demand for DSL is still not being supplied fast enough to statisfy it.
