I would argue that using the term "character flaws" is a bit unfair. Many drug users appear to be using drugs in an attempt to regulate their body chemistry. They in fact appear to be self medicating. People who choose to self medicate with alcohol and tobacco are not penalized (unless they break other "rules") because our society choose sto legitimize those drugs, but for some strange reason we choose to make other drugs illegal. There is nothing (imo) immoral about any type of drug use (when an adult administers a drug to him or herself). There are immoralities involved in the system of drug distribution, imo (systemic immoralities exacerbated by our criminal system). I base my statement that it is moral for an adult to use drugs on the following precepts, which are my own- I understand if you do not agree. It is not immoral to seek pleasure. It is not immoral to seek altered states of reality through chemical substances exogenous to ourselves (because of course our own brains produce many chemicals similar to drugs, which alter our reality and give us pleasure). It is not immoral to seek release from pain (emotional or physical). It is not immoral to end one's life.
