I base my statement that it is moral for an adult to use drugs on the following precepts, which are my own- I understand if you do not agree.

We don't disagree. I don't see anything inherently immoral about drug use. I was trying to understand why Bush and Neo do.

I would argue that using the term "character flaws" is a bit unfair.

I haven't had much exposure to drug use so I'm just speculating about why people use them. From my experience, a lot of drug use is by people who are trying to escape from the challenges of life. I would call that a character flaw. Putting oneself in a position to become addicted I would also consider a character flaw. Using drugs occasionally for entertainment or mind expansion is another matter. As to people who need help in regulating their body chemistry, the responsible approach is to seek assistance from a legal source, IMO.
