Michael, this article begs for the question to be asked; "if the entire ballot was a "butterfly" ballot, why were people only confused in the presidential race and not in the senate and other races?" According to the article, only 6% of presidential over-vote ballots contained overvotes in other races. Rather than selective confusion, this is more likely indicative of ballot tampering.
