99% of the ballots start out as either Gore or Bush.

You argued that ballots were taken at random, and punched for Gore. Had this scenario occured, 99% of the fraudulent ballots would be either Gore or Gore/Bush. A large number of Gore/Buchanan ballots makes no sense.

The only scenarios that work are:

1. Gore ballots were isolated and double punched for Buchanan.

or

2. Buchanan ballots were isolated and double punched for Gore.

No one would have any motivation to do #2, so the only reasonable fraud scenario is #1.
