No, looks like you and the other AMDroids are guilty of selective reporting once again. From the same article:

Even after all of this testing, I can’t say for sure that throttling is occurring. It doesn’t look like the automatic hardware throttling is the problem since John Evan’s program should have detected this. It could be that the problem is software driven throttling, and I think that’s what it is.

However, either way it turns out, if its throttling or not. The Pentium 4 slowed down in Quake III in both Intel motherboards that we tested in and the slowdown was huge. Not only did the P4 slowdown, but it wouldn’t go back to normal until we exited the game and restarted.

I think that Intel might be pushing this chip to its limits. I might be wrong, but that remains to be proven. In the meantime, keep your eyes open for more investigations on the Pentium 4 before running out and buying one.
