Katherine, reread what you just wrote and think about it. The answer is obvious...they want to emigrate to Europe to be covered by Europe's plush Social Security blanket...not to gain productive employment! Fortunately most of the people wanting to emigrate here want a job and not guaranteed handouts for life...we already have enough of those who are already citizens.

If you really want to break the cycle of dependency, you need to convince the underclass that values like hard work, education, etc. are more important than winning the lottery or becoming the next Michael Jordan or Michael Jackson. You only need to look at Asian immigrants to begin to understand the formula:

1. They actually have parents who care about them. (In most cases two parents!)
2. The parents are role models of hard work. (Multiple low-paying jobs in many cases).
3. The family places a very high value on education and excelling. (Not shooting hoops in the 'hood.)

Asians have as many or more disadvantages as Blacks, Hispanics or other underclasses:

1. Discrimination.
2. Poverty.
3. English is not their native language.

Yet these children overcome these same obstacles to dominate the top 10% of our schools and universities, and go on to hold top jobs in engineering, science, medicine, etc. Instilling good values is the most important thing that can be done for any child to guarantee success. All the handouts in the world will not do it and Government cannot do it. It may make us feel good to throw money at the problem but that is not the answer.
