UPDATE #2: I received an interesting email this afternoon:

Just a quick note, I'm a support engineer working for Compaq. And for the obvious reasons, I will not be revealing who I am. You already know that the Athlon is based on the EV6 bus, which was developed by Digital, and since Compaq bought Digital, they have given AMD the EV6 technology pretty much on a silver platter. In exchange we always get first crack at any new CPUs coming out of AMD, that was part of our agreement with them, if my understanding of our relationship with AMD is correct, they are bound by agreement to do so, as we are bound to promote their CPUs.
