Regulating fisheries is a very difficult political problem. This is why there is a shortage of monkfish, which was considered a "trash" fish until the '80s. The Japanese like whale and will go to enormous lengths to get around the international regulations, they have been harvesting the maximum allowed for "research purposes", and being the thrifty people they are, the "specimens" wind up being marketed...

Remember the California sardine fisheries? I guess not, it died a long time ago, as immortalized in "Cannery Row" by Steinbeck. There is a cod shortage, thus eliminating one of the few truly edible British foods. Fish farms can alleviate the problem, but some of the farming methods, like what is usually implemented for shrimp farming, wind up being worse than the original problem. Too many traditional fish stocks have been totally depleted, which has put pressure on more novel ones, which are in decline also...
