I'm sure if I decided to go through the effort, I could find quite a few more accidents during Clinton's term of office.

However, this issue has much broader implications. It reminds me of something I've used to judge my own performance when in positions of leadership. "I'll know I did well if 6 months from now I'm still getting reports on your stellar performance, and you've done well without me around."

True leaders build teams and systems which outlive their existence as a part of them. Clinton did none of that in regard to our military. He left a real mess for Bush to clean up, in the same way he left a cultural mess of class and dignity in the White House clean up.

Bush, or any relief cannot possibly be held accountable for the level of military accident rates after only 4 months. And any fool who understands leadership principles when involved in a million person complex organization like our military, understands that.

Clinton provided neither the resources, nor the proper direction to maintain a strong military capability. He abrogated his responsibility. We were just lucky he was left with such a strong one to begin with. Otherwise, we would be looking at the same military we had at the end of Carter's watch.
