Good question.

The only answers that make sense to me are:
1) Designing a motherboard that can handle that much DC power is problematic [but we've seen specs for a motherboard for TWO 1.8 GHz Palomino's] OR
2) The current stepping didn't scale to higher MHz with higher voltage like they expected. There's a new stepping that fixes the problem but production won't be available for (7<x<11) weeks OR
3) Making the chip SMP capable slowed it down somewhat (cache coherency, snoop bus or whatever) [The argument against this is that 760MP motherboards will apparently work with TBirds, possibly not up to 1.33 or 1.40 because of power problems.]

Personally, I'd vote #2. I think a 1.5 or 1.7 GHz Palomino (non-SMP) would sell in larger quantity and higher price than a 1.2 GHz SMP workstation/server chip. It would be a barn-burner against the P4 and the fact that you won't be able to buy such an Athlon until Q3, probably August (Anand), is proof that it doesn't exist yet.
