The S Korean gov't can obviously do what they want, when they want regarding sub bans and the like, but SKT is still at 52+%. What's changed??

I dont think that anything has changed....SKT/Shinsegi lost around 190,000 subs last month. They are doing just about everything they can to stop adding new customers. The scary part is the report that the government is considering making the ban against more than 50% marketshare permanent. It is almost incredible how badly the Korean govermnment has handled this entire situation. If they wanted a more competitive wireless market....why let the merger go through in the first place???
