It would not appear from the presentation slides that they are suggesting wCDMA; only that it is an option. Well, everyone knows wCDMA is an option that is not necessarily foreclosed by going 1X. So why formally commit to anything at this point? Why not keep VOD happy by keeping options open? When a decision is ultimately made, it will depend on available spectrum as well as what technology is ready, not to mention costs. Nobody knows now with certainty what that situation will be at that time. Roaming, which is about the only issue left for the cabal to exploit, may not even be that big of a deal by then.

One must hedge all bets.
