the t+d companies have the ability to charge what the market will bear for line usage....no different then the dereg effect of the telecoms...in essence they can put secondary marketing companies out of business much like the telcos did to dsl resellers....

dereg is the problem, created a stratification between producers, t+d, and marketers.....regulation actually did work, by giving a monopoly to a "total" utility, with the ability to increase rates pending public utility commission approval in return for assured "continuity of service". i remember years ago, when utilities would cut back on their internal usage during brownouts so as to have more power available for customer use.....

first hand knowledge that mirant is letting its coal yards get drastically low at mid atlantic generation facilities...
