Yes you can run a 2.8v core at 3.3v. It's really no different that the old 3.3v (single voltage model) of the chip. The only difference is that it CAN run down at 2.8v. The process hasn't changed at all. In fact the only way I can run stable at 3x66 is to run at a 3.3V core. The down side is of course added heat dissipation, but if properly cool (heat transfer compound, large heat sink + fan and fan on VR) there are no problems.
