I don't doubt that declining prices are part of the business plan for all carriers, but the problem is that apparently prices have dropped faster than cost.
As far as the analogy with the chip industry goes, you certainly know that the chip industry frequently builds up overcapacity (1985, 1990, 1997, 2001) during which most chip companies are racking up losses. The same could happen with the carrier business.
I think its right to assume that a financially solid carrier like GX does not need to offer the lowest price. Does a company whose business depends on the transfer of critical data want to deal with a bankrupt Winstar? Most likely not. GX strategy to add VA services also may shield it from commodization to some extend.
