Actually, you are mistaken. The suspicion was not that he coerced her into sex, but that she was shown favoritism. This was the basis for the original deposition, to see if there was a pattern of favoritism shown to those who acquiesced in having sex with Clinton, thus bolstering the case that refusal had career consequences. As for Starr, his primary interest was in finding a pattern of cover- up, for example, in finding Monica a job.......
