Excel is not part of windows, it is part of Microsoft Office. If you are talking about using a recovery cd to reinstall everything from rather than just reinstalling windows from a windows operating system disk, it's a different story. Everything you have on your computer will be wiped out and the original files will be installed on a clean hard drive. IE., you will be starting over from scratch.

If you're just trying to squeeze a little more space uninstall any programs which you don't use. Dump your internet cache. Empty your C:\WINDOWS\TEMP folder, do a find files and folders named *.avi and delete them (after clicking on them to see what they are) if you want to. Those will be movie type tutorials which are quite large. Check for *.mpg and click on them to see if you want to keep them. Go to control panel/add remove programs/windows setup tab and uncheck items you don't use and let windows remove them for you. You can delete windows update setup files folder (C:\Windows Update Setup Files) and save quite a few megs of space also.
