No discrepancy here necessarily imho - the 36k eligible voters could be those of what in México would be called a municipio, in the US perhaps a 'county', in Canada perhaps a 'provincial riding' or in BC a 'regional district' .... some of the local farmers will be relatively well-off and have homes in town, and perhaps on their farm as well, while others of lesser means and/or more independent nature will have homes only on their farms, but likely they all come to town to vote ... it is a big valley, and quite fertile ... so those numbers are not necessarily contradictory, imho .... can't speak to the truth or falsehood of the article in any way, don't know anything about the place beyond what i read here and on stockwatch ... cheers
