You're still not getting this. Their ain't no "our lines" anymore. If the transmission unit wants a decent return for use of the lines they have to be willing to charge their generating sub the same amount as others to use the lines.

The inability of companies to come to terms with the above condition is why in my state the restructuring is starting with a privatization of transmission lines FIRST. And no doubt why the State of CA has considered and threatened to seize the transmission lines.
