"Leveling the playing field" sounds great in theory, but it doesn't work in practice, does it? New transmission lines are not being built. That's why California is threatening to seize the power lines. That's why FERC is setting up Regional Transmission Organizations - RTOs. It's what you central planners call "market failure," and those of us who believe in the free market call "there ain't no such thing as a free lunch."
