I don't disagree with your contention that the juniors are the better investment in the longer run, however, initially the majors get the the most bang for the buck. Mutual funds will largely stick with majors to diversify their portfolios in the beginning of a move. Percentagewise, the juniors will outperform, but that comes after the initial move.
