Why do amateurs volunteer to deliver solutions before solutions are ready to be delivered by professionals?

Because it is too late after that, only chance they have
is before.

P.S. It is much worse when middle managers use the same
strategy.

P.P.S. Sometimes one also know exactly what the
problem is, as well as how to fix it, and also
that at the same time one should rewrite, clean up
a lot of other things.
Good, surviving middle managers always reserve some extra
time for that extra clean up, have the "gut feeling"
when it is time to stop being "almost done tomorrow",
erect the barrier between sales, marketing and R&D.
