If they use DDR doesn't this give X-BOX a big price advantage over PS2?

I see Don already provided the primary answer -- "It's the games"

The PS2 only uses two RDRAM chips; I'd guess the X-box will be similar (2 DDR chips). A much bigger factor (w.r.t. pricing, at least) than few extra dollars the costs of 2 chips might be will be who's already moved up the production experience curve. Also, I believe most of the vendors sell the boxes at slim margins and get paid royalties on the games. I'd guess Sony has an advantage in both of these areas.

It'll be interesting to see how much of a stomach Microsoft has for competing in this space.
