By outlawing the drug production <and prostitution and all that other stuff>, the govt is effectively helping create a stronger underworld....with rules over which it has no control... Now I don't say it should be encouraged, but to deny its existance - well...thats kinda wrong and the govt gives up its right to intervene and lay the correct rules in how it will happen.....and happen it will...no matter what...
