Because the ALUs are the only circuits running at twice the clock rate of the rest of the chip, so they would dissipate twice the power.

Well, that makes sense. I wonder if some of that 217mm2 is white space filled with heat pipes surrounding the ALUs.
Hard to believe they actually designed that feature into the chip. I wonder if they really never intended for P4 to be on .18um but AMD forced their hand.
