I liked Steven's answer: it's poor management practice and also rude. I don't know that any further explanation is necessary. But, since you're a lawyer...

Once upon a time there was a Federal service that functioned on the spoils system. Then came the Civil Service Act of 1883, which established "Merit Systems Principles" and their flip side, Prohibited Personnel Practices. The Civil Service System is very, very fastidious about protecting the Merit Systems Principles.

In true government fashion, it has created mounds of procedures in order to be scrupulously fair in its treatment of potential and current employees and to create an atmosphere where its employees are scrupulously fair to their clientele, aka citizens. In its own inimitable way, it has created an ethical standard that disallows not only illegal and inappropriate acts, it disallows anything that gives even the most remote appearance of either.

New politicos often don't have any comprehension of this. They come in thinking they can hire whomever they want and play golf with whomever they want and use the company car and driver to pick up their dry cleaning. They are routinely startled that they don't have the use of a company car with or without driver. They expect to be able to make personal phone calls from their office phone. Actually, they can do that last one now, but that changed only in the last few years.

There's no place in that environment for the boss to lead a daily Bible class, especially in government facilities and on company time.
