The doctors, pharmacies and hospitals in the Balkans do not have the money to pay for this themselves. They could only participate if the ministry provides everything. Physician groups or pharmacies like we have in the US don't really exist as big private companies. I have never seen foreign investment in medical care either. Doctors either work for the state and get paid nothing or work privately and scrape by.
