i think it has more to do with the Euro transition actually. all the black market money, and Eastern European mattress money is going into the dollar, for fear that the D-Marks can't be exchanged for Euros without attracting the attention of the fiscus.
it will all flow back into the Euro once the notes and coins circulate imo.

re. Japanese finance ministry, how is it supposed to do ANYTHING about the Yen? isn't the Yen subject to a 'free' market? -vbg-
