eight years of a Democratic president and administration swept away and replaced by a Republican administration, you can expect some cultural changes.

If you think that, you are dreaming. I've seen every change of administration since LBJ. None has made a dent in the bureaucracy. Most of them try, most of them make either a small mess or a big mess before they either give up quietly or save face by declaring victory and then retreating. Changes of party may nudge policy a few degrees in one direction or another. The bureaucracy, OTOH, fusses and sputters for a while during the transition and then goes back to rolling along, a little less healthy and functional with each assault, but not substantively changed. The only thing at question is how much collateral damage there will be. And so it is and so it will ever be.
