It would be soooooo great to prove that price collusion actually happened. But, just to dash a little reality on this parade...consider that the PUC chief, Loretta Lynch, is the former policy advisor to Governor Davis, and thus, should be considered either his mouthpiece and/or sacrificial lamb. Don't forget that given all the heat the governor is taking for this mess, he will be furiously looking for others to blame. Afterall, you shouldn't blame the politicians for creating an environment ripe for collusion, right? Nor should you blame politicians for ignoring extremely strong evidence that a BIG BIG problem was unfolding last summer, and that the energy providers had been "probing" the pricing structure for weaknesses for several years.
