Hi Bill,

As I see it, the IPPs have pretty much played by the rules of the game. (Albeit, rules which were surreptitiously created in the heat of a log-rolling frenzy among savvy utility executives and naive pols in Sacramento in 1996.) So, as you suggest, it'll be difficult at best to prove collusion and conspiracy amongst the power marketers and IPPs. That said, Davis is better served, IMHO, not by pointing fingers and laying blame on outsiders such as Reliant. He'd do more good for the citizens of California and the hundreds of businesses that are being ruined by the price gouging by starting the ball rolling on an admission that de-regulation, California style, was a massive mistake that needs to be addressed immediately. I'm not holding my breath. It is the system that is broken, that's what needs fixing. The action of the IPPs is simply a replay of the same sort of human greed that caused the creation of the Sherman Anti-Trust Act and the adamant hatred that Teddy Roosevelt held for the Trusts and the Wall Street bankers who financed them. Since our current sitting President is no Roosevelt, I'm certain of a long hot summer for California.
