Your bible scholars but certainly not mine. The answer is so obvious that a six grader, let alone a scholar can clearly see there is no inconsistency.

Jacob was buried at Hebron in the Cave of Machpehah, which Abraham bought from Ephron the Hittite. Joseph was buried at Shechem in a piece of ground Jacob bought from the sons of Hamor (Joshua 24:32.

Look at the situation presented in Acts 7. Stephen is on trial for his life and is giving a brief account of the history of the church. Do you fault him because he didn't spend more time on certain specifics? His only objective was to bear witness of Jesus. Why go into a full history to doctors, historians, and the rulers regarding things they already knew?
