Offices can get really chewed up by a proliferation of EEO or union complaints whether or not they are valid.

I can agree that this is true. When I was in the national guard I worked with civilians on my anual training. A manager I knew at that location (he was also in my national guard unit) had to deal with union and EEO complaints all the time. (He also had to deal with a lot of tardiness, and absenteeism)
